Five centers, and the counties between
Charleston carries the state capital and the largest hospital cluster. Huntington and Morgantown both host academic health systems, which is where research nursing, specialty clinics and teaching-adjacent roles concentrate. The Eastern Panhandle around Martinsburg has grown fastest, pulled by the Washington and Baltimore commuter belt, and it has federal health facilities alongside community hospitals. The Northern Panhandle at Wheeling and Weirton looks toward Pittsburgh and the Ohio Valley for both patients and staff.
Between those centers the map is small hospitals, rural health clinics, federally qualified health centers, county health departments and nursing homes. Part-time in those settings tends to mean fixed days instead of bidding for shifts, and a clinic that cannot fill a full line will often take two days gratefully. Home health and hospice agencies hire by the visit across the whole state, which is the most flexible arrangement available to a nurse who wants control of the calendar.
The demand behind the postings
This is one of the oldest populations in the country, carrying heavy chronic disease and disability burdens, so the steady part-time work sits in cardiac and pulmonary care, diabetes management, dialysis, home health, hospice and long-term care. Occupational lung programs remain a feature of the coalfield counties. Substance use treatment and recovery services employ nurses across the state and are one of the few areas hiring continuously.
Schools hire on the academic calendar rather than by reduced week, and rural districts sometimes share a nurse across buildings. Correctional health and public health nursing round out the list. If you are pricing options, ask about mileage reimbursement early: distances here are short on a map and long in practice, and a two-day-a-week job forty minutes over a mountain costs more than it first looks.
Five borders, all in the compact
Multistate licensure has been available to residents here since the compact went live in January 2018, and each of its five neighbors belongs as well: Ohio, Pennsylvania, Maryland, Virginia and Kentucky. Pennsylvania came in most recently, in July 2025, which opened the Northern Panhandle properly. That gives a nurse in Weirton or Martinsburg an unusually wide catchment on one license, provided West Virginia is your primary state of residence.
One exception is worth knowing. The District of Columbia sits outside the compact, so Eastern Panhandle commuters working in the city itself have to add a DC license. Advanced practice does not travel either. The APRN Compact has five enacting states, needs seven to activate, and has produced no licenses so far, so nurse practitioners apply to each board separately.
Collaboration, and the way out of it
AANP places West Virginia in the reduced practice category. Prescribing runs through a written collaborative agreement made with a physician and filed with the board, setting out protocols, shared responsibilities and joint review of prescribing practice. At low hours that agreement is a fixed cost against very few billable sessions, which is why part-time NP roles here tend to sit with employers who already carry one.
There is a documented route past it. An APRN who has practiced for at least three years in a duly documented collaborative relationship with prescriptive authority may apply to the board to prescribe without the agreement. That threshold is the single most useful thing to plan around if you intend to work independently or at low FTE later, and the board's own guidance is the place to confirm current terms.
Preceptor shortages here
Graduate nursing programs in the state, plus online programs enrolling students who live here, all chase the same clinical sites. Psychiatric mental health is short nearly everywhere and acutely short in a state with this much behavioral health need. Pediatrics and women's health follow. The coalfield counties and the rural south are where programs run out of options entirely, because there are few certified clinicians and students cannot drive two hours each way twice a week.
The figure is yours to fix. The range comes from the network. The rate shows up front. A block comes to 120 hours. The block pays your rate. Half lands on the midpoint evaluation and the rest follows the final one. Against a fourteen week term the weekly figure runs a little over eight hours, which is a single clinic day. You are charged nothing to participate, and hitting $600 in a year means a 1099-NEC is issued.
Eligibility, video, and the tax side
You need a live license with no discipline attached, certification at national level in the population your student is enrolled in, and two years or more since that certification was awarded. Master's-prepared registered nurses currently working in teaching or management take a different kind of student, on education and leadership practica, where the required hours cover curriculum projects, instructional time and administrative work rather than prescribing.
Video hours are capped by the school, and the cap belongs to the student's program, not to your practice, so ask before you build a telehealth afternoon into the plan. West Virginia has no preceptor tax credit; states that have one generally reserve it for teaching given free of charge, and a paid block is a different thing. The state does tax income, so treat block payments as ordinary contract earnings, keep the form, and ask your preparer where it lands. Our pay page lays the numbers out.
Questions
Does my West Virginia license cover Ohio and Pennsylvania?
Yes, provided you hold the multistate version and West Virginia is where you primarily reside. All five bordering states belong to the compact, Pennsylvania having implemented in July 2025. Washington, DC is the nearby exception, since the District never joined, so panhandle commuters working in the city need a separate license there.
How does the three-year prescribing route work?
A nurse practitioner who has practiced at least three years in a documented collaborative relationship with prescriptive authority may apply to the board for authority to prescribe without maintaining that agreement. It is an application, not an automatic conversion. Requirements change, so confirm the current process with the West Virginia board before planning around a date.
Can I precept while I still hold a collaborative agreement?
Yes. Teaching a student is judged on certification and experience rather than on your collaboration status. If your license is clear, your national certification matches the student's population and you earned it at least two years ago, you are eligible, and your existing agreement carries on unchanged.
What is the time commitment for one block?
One clinic day a week across a term, with two evaluation forms to sign. The first couple of weeks run slower while the student learns your charting and your rooms, so plan for a lighter schedule then. After that most preceptors say the day feels close to normal again.
